'\Vhoever commits, or is accessary to the eommission of, an ofl'ence under the preceding Section shall, whether a 13ritish Penalty. subject or not, be liable, on collvictioil before any person larvfully exercising the powers of a ~ a ~ i s t r a t e or Justice of the Peace, within whose local jurisdiction the offsnce is cominitted, to a fine not exceeding one hundred rupees.
