The Central Government may, by order, declare Power to `ex-` empt from that any or all of the provisions of this Act or the orders ap lication of made thereunder shall not apply, or shall apply only with AC!. such modifications or subject to such conditions as may be specified, to or in relation to any individual foreigner or any class or description of foreignor.
