Whoever, without the permission of the committee, causes or allows the water of any sink, sewer or cesspool, or any other offensive matter, to flow, drain or be put upon any public street or place, or into any sewer or drain not set apart for the purpose, Depositing or throwing earth or materials or refuse, rubbish or offensive matter on roads or into drains.
