66. The collection of any odtroi or toll may be leased by the committee, with the previous sanction of the Commissioner, for any period not exceeding one year; and the lessee and all persons employed by liim in the management and collection of the octroi or toll shall in respect thereof- e - (a) be bound by any rules made by the committee for their guidance ; - `(6)` have such powers exercisable by servants of a committee under this Act as the committee may, from time to time, confer upon them ; and - (c) be entitled to the same remedies and be subject to the same responsibilities as if they ' were employed by the committee for the management and collection of the octroi or toll.
