And it is hereby enacted, that the Board or other controlling authority of Customs, shall determine what Goods shall be admitted into every Public Warehouse, in what manner, and on what terms; and shall, from time to time, fix rates of hire for every Public Warehouse, or for the custody of Goods therein, and a Table of the Rates so fixed, shall be placed in a conspicuous part of every such Warehouse.
