Section 74. Publication of rules

74. Publication of rules .—(1) The power to make rules conferred[11] [on the Central Government or a State Government] by this Act is subject to the condition of the rules being made after previous publication. (2) All such rules shall, when made, be published in the Official Gazette, and shall thereupon have effect as if enacted in this Act. 12[(3) Every rule made by the Central Government under this Act shall be laid, as soon as may be after it is made, before each House of Parliament. while it is in session, for a total period of thirty days which may be comprised in one session or in two or more successive 1.
