47. Excise officer to report arrests, &c., and to take person arrested to Magistrate. 48. Collector may issue warrant of arrest in certain cases. 47. Whenever an Excise officer arrests any person, or seizes any still, or any liquors or drugs liable to confiscation under this Act, or enters any house, boat, or place for the purpose of searching for any such illicit articles, he shall, within twenty-four hours thereafter, make a full report of all the particulars of such arrest or seizure,
