17. Provided that the Local Government may suspend the operation of all the provisions relating to tári contained in this Act, with respect to any district in which the consumption of tári in a fermented state is inconsiderable; and thereupon tári may be possessed and sold without license in such district, notwithstanding anything contained in this Act.
