In addition to the rules which the Governor General in Council is hereinbefore empowered to make, he may from time to time make rules consistent with this Act to regulate the following matters, namely:— (a) the persons by whom, and the time, place and manner at or in which, anything to be done under this Act shall be done; (b) the cases in which and the officers to whom, and the conditions subject to which, orders given by Salt-revenue officers under this Act shall be appealable; (c) the fee to be charged on account of any license, pass, certificate, dákhilá, rawána or other such document issued under this Act; and generally to carry out the provisions herein contained.
