Any Salt-revenue officer may stop and detain any person whom he has reason to believe to be liable to punishment under this Act; and may seize any salt or saltpetre in respect of which there is reason to believe that any offence mentioned in section nine has been committed, or that any duty is payable, together with the vessels, packages or coverings in which such salt or saltpetre is contained, and the animals or conveyances used in carrying it.
