In British Burma no person shall have in his possession any intoxicating drugs except under, and in accordance with the terms of, a general exemption granted by the Chief Commissioner, or a license granted by such officer as the Chief Commissioner may, from time to time, appoint in this behalf. In the other territories to which this Act extends, no person shall have in his possession any larger quantity of such drugs than that specified in section three, clause (k), in respect of such drugs, unless he is permitted to manufacture or sell the same.
