86. Any master of a vessel who— (a) knowingly receives on board his vessel any emigrant who has not complied with the provisions of this Act or the rules made under this Act, so far as they are binding on him, or, (b) not being licensed under this Act, knowingly receives any emigrant on board his vessel, or, (c) being licensed under this Act, knowingly receives on board his vessel any emigrant in Fraudulently inducing Native to emigrate.
