59. The Local Government may make rules- Power `to` make (a) prescribing the forms of certificates of fitness to be m'es' granted under section 52, providing for the grant of duplicates in the event of loss of the original certificates, and fixing the fees which may be charged for such certificates and such duplicatee; (b) prescribing the physical standards to be attained by children and aclolescents ; (c) regulating the procedure of certifging surgeons under this Chapter, and specifying other duties which they may be requhed to perform in connection with, the employment of children and adolescenta in factories ; and (d) providing for any other matter which may be expedient in order to give effect to the provisions of this Chapter.
