Subject to any rules made by the Local Government in Powera 01 this behalf, an Inspector may, within the local limits for which Inspector. he is appointed,- `(a)` enter, with such assistants (if any), being persons in the employment of Government or of any municipal or other putlic authority, as he thinks fit, any place which is, or which he has reason to believe to be, used as a factory or capable of being declared t.o be a factory under the provisions of sectlon 5; (b) make such examination of the premises and plant. and of any presckibed registers, and take on the spot or otherwise such evidence of any persons as he may deem necessary for carrying out the purposes of this Act; and (c) exercise such other powers as may be necessary for carrying out the purposes of this Act: Provided that no one shall be required under this section to answer any question or give any evidence tending to crimiaa~e himself. 12. (1) The Local Governmenb may appoint such registered ~ ~ ; ~ ~ , " ~ ~ ~ medical practitioners as it thinlrs fit to be certifying surgeons for the purposes of this Act within such local limits as it may assip' to them respectively. (2) A certifying surgeon may authorise any reglstered mezIjal pactitioner to exercise any of his powers under this Act: Propided 9 I Provided that a certificate of fitness for employment granted by s~ich nut.horised practitioner shall be valid for a period of three months only, unless it is confirme3 by the certifying surgeon himself after examination of tlie person concerned. Exp1a~~ation.-In this section a "registered medical practi- ~ tioner" means any person registered under ilie Medical Act, 1858, or any subsequent enactment amending it, cr under any Act of any legislature in British Indin providing for the maintenance of a register of medical practitioners, and includes, in any area where no such register is maintained, any person declared by the Local Government, by notification in the Iccal official Gazette, to be a registered medical practitioner lor the purposes of this section.
