Before any emigrant-vessel clears out of any Certificates port, the master of the vessel shall obtain from the k~i:gf."Protector of Bmigrants at the port, and from the grants and Emigration Agent for the country to which the emi- :$ ; .a~On grants are to be conveyed, certificates, signed by the Protector and Emigration Agent, respectively, to the effect that, the Protector and Agent have, in respect.of all the emigrants embarking at that port in the vessel, done all that is required by tlie foregoing provisions of this Act, or by the rules made under this Act, to be done on the part of tlie Protector and Agent, respectively, and that all the directions for the security, well-being and protection of emigrants which are contained in this Act or in\ the rules made under tliis Act have in the case of that vessel been complied with. 71. Before any emigrant-vessel clears out of any Certificates port, the master of the vessel shall obtain from the k~i:gf."- 72, The master of every emigrant-vessel shall keep Copies of Act on board the vessel during the whole voyage two copies of this Act, and of all rnles made under this board.
