18. (I) The Local Government may,. from time Appointment to time, appoint a 1;Eedical Inspector of Emigrants at of Medical. each port from which emigration is lawful, and may suspend or remove him.
(2) Every Medical Inspector of Emigrants shall be a public servant within the meaning of the Indian XLV of 1860. Penal Code.
