11. Whenever the Governor General in Council Rev:ca$onof is satisfied that the ground on which a notification proh~blL~on. has been published by him under either of the two last foregoing sections with respect to any country has ceased to exist, he may, by notification in the Gazette of lizdia, declare that emigration to that country shall again be lawful from a day to be specified in the notification.
