57. Procedure when assessment is refused. Where there is but one class of proprietors in a mahal, and all refuse to accept in manner required by section fifty-four the assessment offered, the Settlementofficer may, with the previous sanction of the Chief Commissioner, exclude them from settlement for a period not exceeding thirty years from the date of such exclusion, and may either let the mahal in farm, or take it under direct management.
