When this Act has been applied to any lllunicipality or any part thereof, the Municipal Comniissiollers may, from time to time, make rules consistelit with this Act for the proper enforcement of this Act within tlie liniits to ~vhicli it al~plics. Such rules shall bc iiiaclc in the i-uaiiner ill ~vliicli, uiidcr the law Power to make rules for municipalities. for for tlie time being in force, the Commissioners make rules or bye-lamrs for the regulation of otlier matters within tlie limits of tb'e municipality, and shall, when confirmed by the Local Government and published in the official Gazette, have the force of law : ~r&ided that the Local Government may at any time rescind or modify any such rule.
