Notwithstanding anything in any enactment Power in reor rule, in regard to municipal, local or village funds, i:z "- the Local Government may direct that the whole or any part of any expenses incurred for anything done in accordance with this Act, may be charged to any municipal, local or vi1lag.e fund constituted for, and on behalf of, the area within whicli such expenses were incurred.
