66. Power to exempt mines. —Where the Central Government is satisfied that the leavo rules applicable to persons employed in any mine provide benefits whioh in its opinion are not less favourable than those provided for in this Chapkor, it may, by ordor in writing and subject to such conditions as may be specified therein, exempt the mine from till or any of the provisions of this Chapter.
