17. Managers,—Save as may be otherwise prescribed every mine shall be under one manager who shall have the prescribed qualifications and shall be responsible for the control, management and direction of the mine, and the owner or sgent of every mine thnll appoint himself or some other person, having such qualifications, to be such manager.
