CHAPTER V.
COUNTING OF VOTES
64. Counting of votes.— At every election where a poll is taken, votes shall be counted by or under the[3] [supervision and direction] of, the returning officer, and each[4] [contesting candidate], his election agent and his[5] [counting agents], shall have a right to be present at the time of counting.
