(2) The said proceeds and any other moneys rcoeived by the Committee in this behalf shall be applied by the Committee towards meeting the cost of suoh measures as tho Committee may consider i t advisable to take for promoting the sale and increasing the consumption in India and elsewhere of teas produced in India.
4. (1) The Governor General i n Counoil shall 2~:l~;, constitute a Committee to receive and expend the Committee. proceeds of the tea cess.
