V. The Governor in Couacil of Bombay may nominate a propa person to act as Protector of Emigrants at Bombay, and no emigrant *hall be permitted to embak without a certificate from the Agelit appointed -by the Government of Mauritius, oountersigned by the Proi~ctor, to the effect tkat such person has been engaged by such Agent, oa the of the said Government, as an emigrant to Mauritius.
