59. The Local Government may, from time to time, Power to by notification in the official Gazette, order that there p'rtpayp"$:. shall be paid in respect of every ship entering any dues. port subject to this Act, within a reasonable distance of which there may be a public hospital or dispensary suitable for the reception or relief of seamen requiring medical aid, such further port-dues not exceeding 'one anna per ton as the Local Government thinks fit. ' Such port-dues shall be called Hospital Port-dues. No order imposing or increasing hospital port'dues shall take effect until the expiration of sixty days from the day on which such order has been published in the official Gazette. Whenever the Local Government is satisfied that proper provision has been made by the owners or agents of any ship or class of ships for giving nicdical aid to the seamen employed on board such ship or class of ships, it may, by notification in the official Gazette, exempt such ship or class of ships from any payment under this section. The Local Gove~nmelzt may, by like notification, ~ i t h d ~ a w a n y such exemption.
